The Central Administration

The Central Administration shall comprise:

The Secretariat-General

THE SECRETARIAT-GENERAL

The Secretariat-General shall be under the authority of a Secretary-General, the closest collaborator of the Minister, who shall follow up the affairs of the Ministry and, to that end, receive the necessary devolution of signature.

In this respect:

  • he shall coordinate the activities of the Central Administration and of the External Services of the Ministry and shall, to this end, hold coordination meetings whose minutes he shall submit to the Minister;
  • he shall spell out and codify the internal procedures of the Ministry;
  • he shall ensure the constant training of the staff and shall, under the authority of the Minister, organise seminars and refresher, advanced or specialisation courses;
  • he shall, under the authority of the Minister, follow up the action of services under the Ministry, approve their programme of action and receive the reports of their activities,
  • he shall see to celerity in the processing of files, centralise the records and supervise documentation.

In the event of the absence or unavailability of the Secretary-General, the Minister shall designate a Director to act for him.

The following services shall be attached to the Secretariat-General:

  • the Legal Affairs Division;
  • the Follow-up Unit;
  • the Communication Unit;
  • the Translation Unit;
  • the Computer Unit;
  • the Planning Unit;
  • the Sub-Department of Reception, Mails and Liaison;
  • the Sub-Department of Documentation and Archives.

THE LEGAL AFFAIRS DIVISION

Under the authority of a Head of Division, the Legal Affairs Division shall be responsible for:

  • ensuring the respect of the law and legal regularity of instruments;
  • preparing and fine-tuning of drafts of legal and regulatory instruments drawn up by the Ministry or submitted for the Minister's signature;
  • giving legal advice on issues in the Ministry;
  • promoting and disseminating of the legal culture in the Ministry;
  • defending of the interests of the State whenever the Ministry is involved in a case.

It shall comprise:

  • the Studies and Regulations Unit;
  • the Litigations Unit.

Under the authority of a Unit Head, the Studies and Regulations Unit shall be responsible for:

  • overseeing any studies relating to the conformity of texts and instruments taken by the Minister in connection with the laws and regulations in force;
  • drafting legal instruments for decisions taken by the Minister;
  • codifying legal regulatory instruments.

In addition to Unit Head, the stadies and Unit Regulations shall comprise two (2) Assistant Research Officers.

Under the authority of a Unit Head, the Litigations Unit shall be responsible for:

  • examining administrative complaints and litigations, in conjunction with technical departments of the Ministry;
  • defending the interest of the Ministry in court.

In addition to the Unit Head, the Litigations Unit shall comprise two (2) Assistant Research Officers.

THE FOLLOW-UP UNIT

Under the authority of a Unit Head, the Follow-Up Unit shall carry out any study or effect any mission assigned to it by the Secretary-General. It shall mainly be responsible for:

  • following up of the activities of the Central and decentralized Services;
  • summarizing programmes of action, reports of the prevailing situation and reports of activities submitted by the central and decentralized services of the Ministry.

In addition to the Unit Head, the Follow-Up Unit shall comprise two (2) Assistant Research Officers.

THE COMMUNICATION UNIT

Under the authority of a Unit Head, the Communication Unit shall be responsible for:

  • implementing the of Government's communication strategy within the Ministry;
  • writing and fine-tuning of messages specific to the Ministry;
  • the collecting, analysing and preserving of the journalistic and audiovisual documentation of the Ministry;
  • analysing articles relating to educational issues published on the national and international media;
  • constantly promoting of the image of the Ministry;
  • overseeing protocol and the organisation of ceremonies attended by the Minister and the Secretary of State;
  • ensuring the running of educational programmes on the media;
  • ensuring the organisation of the Minister's press conferences or other press activities;
  • overseeing public relations in the Ministry;
  • overseeing the writing and publishing of the news letters and any other information concerning the educational system.

In addition to the Unit Head, the Communication Unit shall comprise two (2) Assistant Research Officers.

THE TRANSLATION UNIT

Under the authority of a Unit Head, the Translation Unit shall be responsible for:

  • ensuring the routine translation of documents;
  • controlling of the quality of day-to-day translation;
  • compiling  education-related terminology for the Ministry's database.

In addition to the Unit Head, the Translation Unit shall comprise two (2) Assistant Research Officers, one in charge of English Language

THE COMPUTER UNIT

Under the authority of a Unit Head, the Computer Unit shall be responsible for:

  • designing and implementing of the computer blue-print of the Ministry;
  • choosing of equipment relating to systems exploitation computing;
  • bulding of databases relating to various computer şub-systems of the Ministry;
  • ensuring the security, availability and integrity of the computer system;
  • giving assistance and advice to the Department of Human Resources on the training of personnel in using computers;
  • monitoring Computer technological advancement;
  • preserving and publishing of information necessary for making strategic decisions on education;
  • ensuring the promotion of information and communication technologies.

In addition to the Unit Head, the Computer Unit shall comprise two (2) Assistant Research Officers.

THE SUB-DEPARTMENT OF RECEPTION, MAIL AND LIAISON

Under the authority of a Sub-Director, the Sub-Department of Reception, Mail and Liaison shall be responsible for:

  • receiving, informing and directing of users;
  • receiving, processing and distributing mails;
  • filing and preserving of signed instruments;
  • reproducing and handing out of individual and regulatory instruments as well as any other service documents;
  • returning files to services for processing.

It shall comprise:

  • the Reception and Information Service;
  • the Mail and Liaison Service;
  • the Relaunch Service.

Under the authority of a Service Head, the Reception and information service shall be responsible for:

  • receiving files;
  • receiving of requests;
  • receiving and information of users;
  • ensuring the conformity of files.

It shall comprise:

  • the Information and Control Bureau;
  • the Reject Bureau

Under the authority of a Service Head, the Mail and Liaison Service shall be responsible for:

  • processing of mail;
  • filing and preserving of signed instruments;
  • reproducing individual instruments and any other service documents;
  • ensuring the notification of instruments signed;
  • setting up virtual files.

It shall comprise:

  • the In-coming mail Bureau;
  • the Out-going Mail Bureau;
  • Reproduction Bureau.

Under the authority of a Service Head, the Relaunch Service shall be responsible for:

  • registering of users' complaints;
  • ensuring the automatic relaunch of services in the event of the non-respect of the normative deadline in the processing of files.

THE SUB-DEPARTMENT OF DOCUMENTATION AND ARCHIVES

Under the authority of a Sub-Director, the sub-Department of Documentation and Archives shall be responsible for:

  • implementation of the Ministry's internal policy on the organisation of records;
  • collection and dissemination of written documentation on education,
  • promotion of reading habits and documentary research in schools.

It shall comprise;

  • the Documentation service;
  • the Records service.

Under the authority of a Service Head, the documentation Service shall be responsible for:

  • collection and dissemination of written documentation;
  • promotion of reading habits and documentary research in schools.

Under the authority of a Service Head, the Records Service shall be responsible for the conception and the implementation of the Ministry's internal policy on the organisation of archives.

The Department of General Secondary Education

THE DEPARTMENT OF GENERAL SECONDARY EDUCATION

Under the authority of the Director, the Department of General Secondary Education shall be responsible for:

  • the administrative coordination of Government General Secondary Schools;
  • conducting out studies and information on the shortage of teachers, in liaison with the Inspectorate - General of Education, the Department of Human Resources and the External Services of the Mmistry.
  • keeping of a record of Secondary Schools;
  • follow-up of private general secondary schools.

(2) It shall comprise:

  • the Sub-Department of Government General Secondary Education;
  • the Sub- Department of Private General Secondary Education;
  • the Sub-Department of Studies and Statistics.

THE SUB-DEPARTMENT OF GOVERNMENT GENERAL SECONDARY EDUCATION

Under the authority of a Sub Director, the Sub-Department of Government General Secondary Education shall be responsible for:

  • administrative coordination of Government General Secondary educational establishments;
  • followw-up and the administrative control of Government General Secondary Schools.

It shall comprise:

  • the Government High Schools Service;
  • the Government Secondary Schools Service.

Under the authority of a Service Head, the Services provided for under 30 (2) above shall be responsible for:

  • follow-up of the transfer of High School teachers, in liaison with the Inspectorate General of Education, the Department of Human Resources and Regional Delegations of the Ministry;
  • keeping of records of schools;
  • analysing of principals' reports.

THE SUB-DEPARTMENT OF PRIVATE GENERAL SECONDARY EDUCATION

Under the authority of a Sub-Director, the Sub-Department of Private General Secondary education shall be responsible for;

  • administrative and financial control of Private General Secondary Schools;
  • keeping of records of Private General Secondary Schools;
  • completion of the files for the setting up, opening, upgrading, or Closing down of Private General Secondary Schools, in liaison with the Legal Affairs Division and the Department of Infrastructure, Equipment and Maintenance;
  • follow-up of partnership, when necessary, with Private General Secondary Schools;
  • preparation of contracts with Private General Secondary Schools.

It shall comprise:

  • the Private General Secondary Schools Service;
  • the Subventions Service;
  • the Records and Statistics Service.

Under the authority of a Service Head, the Private General Secondary Schools service shall be responsible for;

  • studying of applications to create, or upgrade private genera secondary schools;
  • keeping of records of corresponding schools;
  • Examining of reports of principals of private general secondary schools, notably the beginning and the end of year report,
  • relations with Education Secretariats.

Under the authority of a Service Head, the Subvention Service Shall be responsible for:

  • preparation of the situation of State Subventions and ther sources of funding, in liaison with the Division of Projects and Cooperation;
  • drafting of contracts with private secondary schools.

Under the authority of a Service Head, the Records and statistics Service shall be responsible for:

  • analysing statistics relating to private general secondary schools;
  • keeping, analysing and update of the records of Private General Secondary Schools, in liaison with the Computer Unit.

THE SUB-DEPARTMENT OF STUDIES AND STATISTICS

Under the authority of a Sub-Director, the Sub-Department of Studies and Statistics shall be responsible for:

  • coordination of studies concerning the shortage of Teachers of Secondary General Education
  • centralisation and summary of studies concerning the opening of new Government Secondary Schools or their upgrading;
  • analysis and publication of statistics of Government Secondary and High Schools;
  • keeping of records of Private secondary and High Schools;
  • keeping of the records of staff.

Under the authority of a Service Head, the Studies Service shall be responsible for:

  • studies concerning the shortage of teachers;
  • studies concerning the opening of new Government Secondary Schools,
  • studies concerning the upgrading of Government Secondary Schools.

Under the authority of a Service Head, the Records and statistics Service shall be responsible for:

  • centralisation, analysis and production of the statistics of government secondary and High schools, in liaison with the Computer Unit and the Division of Educational Planning and Counselling;
  • keeping of the records of Government Secondary and High Schools;
  • keeping of the records of staff.

The Department of Secondary Technical and Vocational Education 

THE DEPARTMENT OF SECONDARY TECHNICAL AND VOCATIONAL EDUCATION

The Department of Secondary Technical and Vocational Education shall be placed under the authority of a Director and shall be, within its field of competence, for:

  • administrative coordination of government institutions;
  • carrying out of studies and the formulation of the needs in teaching staff, in liaison with the Inspectorate General of Education, the Department of Human Resources and the External Services of the Ministry;
  • handling of the personnel file of the institutions, in conjunction with the Department of Human Resources;
  • keeping of the staff file of schools, in conjunction with the Department of Human Resources;
  • keeping of the file of school;
  • The follow-up of the management of government schools.

It comprises:

  • the Sub-Department for the Management of Government Technical and Vocational Secondary Schools;
  • the Sub-Department for the Monitoring of Private Technical and Vocational Secondary Schools;
  • the Studies and Statistics Unit;
  • the Sub-Department for Private Technical and Teacher Education.

THE SUB-DEPARTMENT FOR THE MANAGEMENT OF GOVERNMENT TECHNICAL AND VOCATIONAL SECONDARY SCHOOLS

Placed under the authority of a Sub-Director, the Sub-Department for the Management of Government Technical and Vocational Schools is responsible, within its field of competence, for:

  • follow-up of the management of Schools;
  • follow-up and administrative control of schools;
  • processing of the start and end-of-the year’s reports from schools;
  • processing of various files from the schools.

It comprises :

  • the Service for the Management of Government Technical and Vocational High Schools;
  • the Service for the Management of Technical Secondary Schools.

Placed each under the authority of a Chief of Service, the Services provided for in Article 38 paragraph (2) above are responsible for:

  • following up of the transfer of teaching staff in Technical/Vocational Secondary and High Schools, in conjunction with the Inspectorate General of Education, the Department of Human Resources and the Regional Delegations of the Ministry;
  • keeping of school files;
  • analysis of Principals of school’s reports.

THE SUB-DEPARTMENT FOR GOVERNMENT TECHNICAL TEACHER TRAINING COLLEGES

Under the authority of a Sub-Director, the Sub-Department for Government Technical Teacher Training Colleges shall be responsible for:

  • the coordination of studies concerning the lack of staff, the functioning, creation and opening of Teacher Training Colleges;
  • the summary and studying of educational statistics of Teacher Education under the Ministry;
  • the compilation of the situation of the teaching and supervisory staff;
  • the follow-up of the posting and transfer of teaching and supervisory staff, in conjunction with the Inspectorate-General of Education, the Department of Human resources and the External Services of the Ministry.

It shall comprise:

  • the Technical Teacher Training College Service
  • the Records and Statistics Service.

Under the authority of the Service Head, the Technical Teacher Training College Service shall be responsible for:

  • studies concerning the lack of teachers;
  • studies concerning the opening of new Government Technical Teacher Training Colleges;
  • the follow-up of the inter-Regional transfer of teachers, in conjunction with the Inspectorate-General of Education, the Department of Human Resources and the External Services of the Ministry;
  • the keeping of the records of schools and technical teacher training colleges;
  • the studying of principals' reports.

Under the authority of a Service Head, the Records and Statistics Service shall be responsible for:

  • the analysis of statistics concerning Technical Teacher Training Colleges;
  • the keeping, studying and updating  the records of government technical teachers training colleges, in conjunction with the Computer Unit.

THE SUB-DEPARTMENT FOR THE MONITORING OF THE MANAGEMENT OF PRIVATE TECHNICAL AND VOCATIONAL SECONDARY SCHOOLS

Placed under the authority of a Sub-Director, the Sub-Department for the Monitoring of the Management of Private Secondary Technical and Vocational Schools shall be responsible, within its field of competence, for:

  • following up of the partnership with government schools;
  • administrative control of government schools;
  • completion of files for the setting up, opening, upgrading or closure of private institutions, in liaison with the Legal Affairs Division, the Department of Financial and Material Resources and the external structures of the Ministry;
  • preparation of subvention proposals;
  • drafting of contracts with private institutions;
  • management of State subventions.

It comprises :

  • the Service for the Management of Private Technical and Vocational Secondary Schools;
  • the Subventions Service;
  • the Files and Statistics Service.

Placed under the authority of a Service Head, the Service  for the Monitoring of the Management of Private Technical and Vocational Secondary Schools shall be responsible, within its field of competence, for:

  • study of requests for the setting up, opening or upgrading of schools;
  • study of applications for the setting up, opening or upgrading of schools;
  • keeping of school the files;
  • analysis of the reports from Principals of schools;
  • relations with the Education Secretariats.

Placed under the authority of a Head of Service, the Subvention Service is in charge of:

  • preparation of statements of Government subsidies and other sources of funding, and other sources of financing, in conjunction with the services in charge of co-operation;
  • preparation on contracts with private institutions, in its field of competence.

Placed under the authority of a Head of Service, the Files and Statistics Service is responsible for:

  • analysis of statistical data relating to private general secondary schools;
  • the design, analysis and updating of the file of private general secondary schools, in conjunction with the Computer Unit.

THE SUB-DEPARTMENT OF STUDIES AND STATISTICS UNIT

Placed under the authority of a Unit Head, the Studies and Statistics Unit is responsible for:

  • coordination of studies relating to the needs in teaching staff in Technical and Vocational Education;
  • pooling and summary of studies relating to the opening or upgrading of Government Technical and Vocational Education schools;
  • analysis and publication of statistical data on government technical and vocational secondary schools;
  • keeping of the file of the private technical and vocational secondary schools;
  • follow-up of the personnel file.

It shall comprise:

  • the Studies Service;
  • The Records and Statistics Service.

Under the authority of a Service Head, the Studies Service shall be responsible for:

  • studies concerning the lack of teachers;
  • studies concerning the opening of new Government Technical Schools and Teachers Training Colleges;
  • studies concerning the upgrade of Government Technical Colleges               

Under the authority of a Service Head, the Records and

Statistics Service shall be responsible for:

  • the centralisation, analysis and production of statistics of Government Technical schools and Teacher Training Colleges, in Liaison with the Computer Unit and the Division of Projects, Cooperation, Educational Planning and counselling;
  • the keeping of records of Government Technical Schools and Teachers Training Colleges;
  • the keeping of records of staff.

The Department  of Teacher Training

Placed under the authority of a Director, the Department of Teacher Training is in charge of:

  • Administratively coordinating Government Teacher Training Colleges of General and Technical Education:
  • managing and controlling Teacher Training Colleges;
  • carrying out studies and formulating teachers' needs, in liaison with the Inspectorate General of Education, the Department of Human Resources and the External services of the Ministry;
  • keeping the files of Government and Private Teacher Training Colleges of General and Technical Education;
  • following-up private Teacher Training Colleges of General and Technical Education.

It includes:

  • the Sub-Department of General Teacher Training;
  • the Sub-Department of Technical Teacher Training;
  • the Studies and Statistics Unit

THE SUB-DEPARTMENT OF GENERAL TEACHER TRAINING

Under the authority of a Sub-Director, the Sub-Department of General Teacher Training, in its sphere of influence, shall be in charge of:              

  • following up management of schools;
  • following up administrative control of schools;
  • processing of school reports for the start and the end of the year;
  • processing various files from schools.

It shall comprise:

  • the Service of the Management of Government General Education Teacher Training Colleges;
  • the Service of the Follow-up of the Management of Private General Education Teacher Training Colleges.

Under the authority of a Head of Department, the Department for the Management of General Education of Government Teacher Training Colleges shall be in charge of:

  • following up the transfer of teachers from Government Teacher Training Institutions, in liaison with the Inspectorate General of Education, the Department of Human Resources and the Regional Delegations of the Ministry of Secondary Education;
  • keeping school records;
  • analysing principals’ reports.

Under the authority of a Service Head, the Service for the Follow-up of Private General Education Teacher Training College shall be in charge of:

  • following up partnership with private institutions in its sphere of influence; 
  • completing files for the setting up, opening, upgrading or closing down of private General Education Teacher Training Colleges, in liaison with the Legal Affairs Division and the Department of Financial and Material Resources;
  • preparing proposals for subventions;
  • preparing contracts with private institutions in its sphere of competence;
  • managing state subventions.
 THE SUB-DEPARTMENT OF TECHNICAL TEACHER TRAINING

Under the authority of a Sub-Director, the Sub-Department of Technical Teacher Training shall, within its sphere of influence, be in charge of:

  • following up of the management of schools;
  • following up the administrative control of schools;
  • processing of school reports of the start and end of the year;
  • processing various files from schools.

It shall comprise:

  • the Service of the Management of Government Technical Teacher Training Colleges;
  • the Service of the Follow-up of the Management of Private Technical Teacher Training Colleges.

Under the authority of a Head of Department, the Department for the Management of Government Technical Education Teacher Training Colleges, within its sphere of influence, shall be in charge of:

  • following up the transfer teachers to schools, in liaison with the Inspectorate General of Education, the Department of Human Resources and the Regional Delegations of the Ministry;
  • keeping school records;
  • analysing reports of principals.

Under the authority of a Head of Department, the Department for the Follow-up of the Management of Private Technical Teacher Training Colleges shall within its sphere of influence be in charge of: creating partnerships with schools; 

  • completing files for the setting up, opening, upgrading or closing down institutions in liaison with the Legal Affairs Division and the Department of Financial and Material Resources;
  • preparing proposals for subventions;
  • drafting contracts with institutions;
  • managing the state subventions.
THE STUDIES AND STATISTICS UNIT

The Studies and Statistics Unit, under the authority of a Unit Head, shall be in charge of:

  • coordinating studies on teachers’ needs in Teacher Training Colleges;
  • centralising and summarising studies on the opening or transformation of Government Teacher Training Colleges;
  • analysing and publishing statistical data of government teacher training colleges;
  • keeping the file of private Teacher Training Institutions and following up files for personnel.

Besides the Unit Head, it shall have  two Assistant Research Officers.

The Department of Guidance; Counselling, School Life and Assistance

Under the authority of a director, the Department of Guidance Counselling, School Life and Assistance, shall be in charge of:

  • implementing government policy in guidance counselling, in liaison with the Inspectorate General of Education;
  • implementing government policy on school Sports and Physical Education, in liaison with the Ministry of Sports and Physical Education;
  • implementing government policy on extracurricular activities, in liaison with the Inspectorate General of Education;
  • implementing school health policy;
  • monitoring the health of personnel of the ministry;
  • promoting education within its environment and developing educational communities;
  • informing and training parents in matters of association;
  • promoting and popularising cultural activities in schools;
  • promoting and protecting the environment in the school milieu, in liaison with the ministries concerned;
  • implementing programmes in schools established by the Ministry of Youth and Civic Education;
  • Implementing government policy concerning school assistance;
  • dealing with scholarship-related matters.

It shall comprise

  • the Sub-Department of School Sports;
  • the Sub-Department of Health and Extracurricular Activities
  • the Guidance Counselling Unit;
  • the School Assistance Unit.
THE SUB-DEPARTMENT OF SCHOOL SPORTS

Under the authority of a Sub-Director, the Sub-Department of School Health and Extracurricular Activities shall be in charge of:

  • strengthening schools within the environment through the follow-up, mobilisation of educational communities and education of social and family life;
  • coordinating and promoting clubs and associations of academic interest in schools, in liaison with the Inspectorate General of Education;
  • controlling and following-up the legislation concerning the creation and functioning of teachers’ unions and mutual insurance companies, in liaison with the Legal Affairs Division and the Department of Human Resources;
  • controlling, coordinating and following-up statistics for activities relating to routine medical check up in schools, centralising and processing health statistics in schools;
  • following up statistical reports from international organisations working directly with the ministry in the domain of health;
  • monitoring and coordinating activities of the medical personnel working in the central and external services;
  • collecting and centralising statistics.
  • It includes the Department of School Health, Hygiene and Prophylaxis;
  • the Department of Extracurricular Activities

Placed under the authority of a Service Head, the Service of School Health, Hygiene and Disease Prevention shall be in charge of:

  • implementing school health policy;
  • monitoring the health of the personnel of the ministry;
  • coordinating health activities in schools;
  • promoting hygiene and sanitation in schools;
  • following up the prevention and control of contagious diseases and health education in schools;
  • keeping and analysing school medical records;
  • organising medical routine check up health campaigns in schools from the ministry.

Placed under the authority of a Service Head, the Service of Extracurricular Activities shall:

  • promote education in its environment and develop educational communities;
  • inform and train parents in matters of association;
  • monitor the application of social measures for protecting students;
  • monitor the subscription to insurance policies and their application by schools;
  • supervise and monitor activities of the student government, clubs and associations of educational interest in schools;
  • promote manual labour in schools, in liaison with the Inspectorate General of Education;
  • promote and popularise cultural activities in schools;
  • promote and protect the environment in schools, in liaison with the ministries concerned;
  • implement in school, the programmes of study established by the Ministry of Youth and Civic Education.
THE GUIDANCE COUNSELLING

Under the authority of a Unit Head, the Guidance Counselling Unit, in liaison with the Pedagogic Inspectorates, shall be in charge of:

  • preparing informative materials on study opportunities;
  • counselling and guiding students in respect to their potentials;
  • informing students and parents about studies and outlets;
  • researching in guidance and psychometrics.

It shall comprise a Unit Head and three Assistant Research Officers.

THE SCHOOL ASSISTANCE UNIT

Placed under the authority of a Unit Head, the School Assistance Unit shall:

  • study scholarship schemes;
  • prepare files and manage scholarships;
  • define student selection criteria for prize awards;
  • study the cases of disabled students or students with social difficulties, in liaison with the Ministry of Social Affairs;
  • control the payment of scholarships to schools;
  • ensure the participation of the ministry in official prize-giving ceremonies;
  • centralise scholarship offers.
It shall comprise a Unit Head and two Assistant Research Officers.

The Department of Examinations and Certification

THE DEPARTMENT OF EXAMINATIONS AND CERTIFICATION

Under the authority of a Director, the Department of Examinations and Certification shall be responsible for:

  • general supervision of the organisation of examinations and the certification of General Secondary, Technical Secondary, and Teacher Training examinations that are not run by the General Certificate of Education Board and the Office du Baccalaureat du Cameroun;

  • training of examination and certification officials in the Decentralised Services of the Ministry, in conjunction with the Insptorate-General of Education and the Department of Human Resources;
  • standardisation of examination procedures;
  • centralisation and conservation of examination records;
  • control of the conformity and authenticity of certificates issued by the Regional Delegations of the Ministry;
  • the issuing of the Technical Teacher Training College certificates;
  • follow-up of examination litigations, in conjunction with the Legal Affairs Division.

It shall comprise;

  • the Sub-Department for the Organisation of Examinations
  • the Sub-Department of Certification, Records and Statistics;
  • the Sub-Department of Material, Liaison and Control.

THE SUB-DEPARTMENT FOR THE ORGANISATION OF EXAMINATIONS

Under the authority of the Sub-Director, the Sub-Department for the Organisation of Examinations shall be responsible for:

  • codification and programming of examinations;
  • organisation of examinations of General and Technical and education Teacher Training;
  • informing the public and publicising texts governing examinations organised by the Ministry;
  • control and authentication of results;
  • follow-up and application of regulatory instruments governing examinations;
  • follow-up of the training of examination officials in Regional Delegations, in liaison with the Inspectorate-General of Education and the Department of Human Resources.

It shall comprise:

  • the Service for the Organisation of General Education Examinations;
  • the Service for the Organisation of Technical and Teacher Training Education Examinations

Each under the authority of a Service Head, the Services provided for under 53 (2) above shall be responsible for:

  • processing of candidates files;
  • control and authentication of results;
  • codification and programming of examinations;
  • informing the public and publicising texts governing examinations organised by the Ministry.

THE SUB-DEPARTMENT OF CERTIFICATION, RECORDS AND STATISTICS

Under the authority of a Sub-Director, the Sub-Department of Certification, Records and Statistics shall be responsible for:

  • printing of examination questions;
  • processing of results;
  • issuance of certificates of General and Technical Teacher training Colleges;
  • collection, processing and conservation of records on examination

It shall comprise:

  • the Certification Service;
  • the Records and Statistics Service;
  • the Duplicating Service;

Under the authority of a Service Head, the Certification Service shall be responsible for:

  • publishing results;
  • issuing certificates;
  • issuing testimonials

Under the authority of a Service Head, the Records and Statistics Service shall be responsible for;

  • collection, processing and conservation of examination records
  • Examination statistics

Under the authority of a Service Head, the Duplicating Service shall be responsible for:

  • running the question bank;
  • printing and packaging question papers;
  • compiling and publishing questions annals

THE SUD-DEPARTMENT OF MATERIAL, LIAISON AND CONTROL

Under the authority of a Sub-Director, the Sub-Department of Material, liaison and Control shall be responsible for:

  • supply of examination material;
  • dispatch of examination documents and material;
  • follow-up of the evaluation of exercises dealing with the organisation and conduct of examinations, in liaison with the Inspectorates of Pedagogy and External Services of the Ministry.

It shall comprise:

  • the Material and Liaison Service;
  • the Control Brigade.

Under the authority of a Service Head, the Material and Liaison Service shall be responsible for:

  • commitment and liquidation of expenditure;
  • reception and conservation of all financial documents dealing with examinations;
  • transportation of examination materials.

Under the authority of a Brigade Head, the Control Brigade shall be responsible for:

  • the follow-up, control and evaluation of exercises dealing with the organisation and conduct of examinations;
  • examination litigation, In liaison with the Legal Affairs Division.

Besides, the Brigade Head, it shall comprise 3 (three) Service Controllers.


The Division of Projects, Co-operation, Educational planning and Counselling

THE DIVISION OF PR0JECTS, COOPERATION AND EDUCATIONAL PLANNING AND COUNSELLING

Under the authority of a Head of Division, the Division of Projects, Cooperation and Educational Planning and Counselling shall be responsible for:

  • study, preparation and management of projects, in conjunction with the Department of Financial and Material Resources;
  • implementation and follow-up of the policy of cooperation for general, technical and teacher training and related projects, in conjunction with the Ministries in charge of cooperation;
  • search for and study of cooperation possibilities and opportunities
  • relations with Universities and other higher institutions of learning;
  • prospection for scholarships;
  • formulating medium and long-term goals and strategic guidelines;
  • implementing Government policy on guidance and counseling;
  • implementing Government policy on educational assistance;
  • outlining the policy for counselling students according to their abilities;
  • coordinating measures aimed at adaptation, success and insertion of end-of-course students in post-secondary institutions;
  • centralising and disseminating information and documentation with a view to advising students and parents on fields of study and the job market;
  • research on guidance-counselling and psychometrics;
  • matters relating to Scholarships.

It shall comprise:

  • the studies and Programming Unit;
  • the Follow-up and Evaluation Unit;
  • the Cooperation Unit;
  • the Planning Unit;
  • the Guidance-Counselling Unit;
  • the Educational Assistance Unit.

THE STUDIES AND PROGRAMMING UNIT

Under the authority of a Unit Head, the studies and Programming Unit shall be responsible for:

  • studying projects;
  • defining terms of reference;
  • programming and carriying out projects;
  • searching for funding for projects.

Besides the Unit Head, it shall comprise 3 (three) Assistant Research Officers.

THE CO-OPERATION UNIT

Under the authority of a Unit Head, the Cooperation Unit shall be responsible for:

  • search and study of cooperation and partnership possibilities and opportunities;
  • keeping and update of partners' records;
  • study of possibilities for alternate training;
  • relations with universities and higher institutions of learning;
  • search for training scholarship awards.

Besides the Unit Head, it shall comprise 3 (three) Assistant Research Officers.

THE FOLLOW-UP AND EVALUATION UNIT

Under the authority of a Unit Head, the Follow-up and Evaluation Unit shall be responsible for:

  • medium and long-term studies and strategic planning of the Ministry's educational guidelines and choices;
  • analysing statistics and designing the school mapping, in conjunction with the Computer Unit and the technical department;
  • studies on the performance of the educational system;
  • analysing annual evaluation reports of educational activities
  • prepared by the Inspectorate-General of Education
  • comparative analysis of educational systems, in conjunction with the Inspectorate-General of Education
  • the summary and conservation of statistics.

Besides the Unit Head, it shall comprise 5 (five) Assistant Research Officers.

THE PLANNING UNIT

Under the authority of a Unit Head, the Planning Unit shall be responsible for:

  • studies and medium and long term strategic planning, and for the educational guidelines and choices of the Ministry;
  • analysing of statistics and the design of the School Mapping, in conjunction with the Computer Unit and the technical departments.
  • studies on the performance of the educational system;
  • analysing the annual evaluation reports of educational activities prepared by the Inspectorate- General of Education;
  • comparative analysis of education systems, in conjunction with the Inspectorate-General of Education;
  • summarising statistical data and storing them.

Besides the Unit Head, it shall comprise 5 (five) Assistant Research Officers.

THE GUIDANCE-COUNSELLING UNIT

Under the authority of a Unit Head, the Guidance Counselling Unit shall be responsible for:

  • production of information pamphlets on fields of study and the job Market;
  • Guiding and counselling students according to their abilities;
  • informing students and parents on fields of study and job opportunities.
  • research on guidance-counselling and psychometry.

Besides the Unit Head, it shall comprise 3 (three) Assistant Research Officers.

THE EDUCATIONAL ASSISTANCE UNIT

Under the authority of a Unit Head, the educational

Assistance Unit shall be responsible for:

  • studies on types of scholarships;
  • preparing records and managing scholarships;
  • defining the criteria for selecting laureates;
  • controlling the payment of scholarships;
  • involving the Ministry in official prize award ceremonies;
  • decentralizing the award of scholarships.
Besides the Unit Head, it shall comprise 2 (two) Assistant Research Officers. 

The Department of Human Ressources

THE DEPARTMENT OF HUMAN RESOURCES

Under the authority of a Director, the Department of Human resources shall be responsible for:

  • follow-up of Government policy on the training of the personnel of the Ministry;
  • follow-up of the employment of teachers and their training, in conjunction with the relevant services of the Ministries in charge of the Public Service and of Higher Education, the Technical Departments concerned and the Inspectorate-General of Education;
  • coordination of the drawing up of programmes for the training of the personnel of the Ministry
  • designing and implementation of the policy for managing the human resources necessary for the smooth functioning of the Ministry;
  • prostive planning of staffing and competencies;
  • evaluation of systems in force for the administration of the personnel;
  • follow-up of the improvement of the working conditions of the personnel of the Ministry;
  • preparation of administrative instruments dealing with personnel management;
  • placing of staff under recruitment or back from training at the disposal of Provincial Delegations of the Ministry for employment;
  • application of laws and regulations dealing with spending on the personnel;
  • accessing and processing of salaries and other benefits of the personnel of the Ministry;
  • salary litigations;
  • update of the card-index of the personnel of the Ministry;
  • matters concerning the discipline of the personnel of the Ministry;
  • follow-up of the maintenance of the application of SIGIPES, in conjunction with the Ministries in charge of the Public Service and Finance.

It shall comprise:

  • the Unit in charge of the SIGIPES Project;
  • the Sub-Department of Personnel;
  • the Sub-Department of Human Resources Development;
  • the sub-Department of Salaries;
  • the sub-Department of Health, Sports and Extra-curricular Activities.

UNIT IN CHARGE OF THE SIGIPES PROJECT

Under the authority of a Unit Head, the Unit in charge of the SIGIPES Project shall be responsible for:

  • centralisation and constant update of the virtual records of the personnel and salaries;
  • editing of salary papers;
  • analysis and maintenance of the computer software of the Department of Human Resources.

Besides the Unit Head, it shall comprise 2 (two) Assistant Research Officers.

THE SUB-DEPARTMENT OF PERSONNEL

Under the authority of a Sub-Director, the Sub-Department of Personnel shall be responsible for:

  • preparation of recruitment decisions, in conjunction with the relevant services of the Ministry in charge of the Public Service and Administrative Reforms;
  • management of the career of the personnel;
  • study of measures geared at increasing and improving the output of public employees;
  • centralisation and update of information on the personnel;
  • preparation of retirement decisions;
  • advice and assistance on personnel management to internal services of the Ministry;
  • discipline;
  • preparation of disciplinary files.

It shall comprise:

  • personnel Central Card Index Service;
  • General Secondary Education Personnel Service;
  • Teacher Education Personnel Service
  • Technical Education Personnel Service
  • Non- leacher Personnel Service.

PERSONNEL CENTRAL CARD INDEX SERVICE

Under the authority of a Service Head, the Personnel Central Card Index Service shall be responsible for the constitution, filing, protection and conservation of the individual records of Personnel of the Ministry.

Each under the authority of a Service Head, the Services provided for under 64 (2) above shall be responsible for:

  • management of the career of the personnel;
  • control of the staffing situation;
  • update of the personnel card-index.

THE SUB-DEPARTMENT OF HUMAN RESOURCES DEVELOPMENT

Under the authority of a Sub-Director, the Sub-Department of Human Resources Development shall be responsible for:

  • the implementation of the policy for training the personnel of the Ministry and the coordination of actions for their further training;
  • management of job posITIONS;
  • prospective-planning management of staffing;
  • follow-up of adequacy between the profile of the post-holder and the requirements of the Job post;
  • designing of training calendars;
  • social assistance to the personnel in service at the Ministry.

It shall comprise:

  • prospective-Planning service;
  • the Training Service
  • the Social welfare service.

Under the authority of a Service Head, Prospective-PlanningService shall be responsible for:

  • preview of the personnel to be employed;
  • programming of the needs of the Ministry in terms of human resources, in conjunction with the Ministries concerned;
  • follow-up of the staffing situation.

Under the authority of a Service Head, the Training Service shall be responsible for:

  • implementation of the training policy;
  • dissemination of the methodology and tools for preparing training programmes;
  • organisation of training programmes;
  • development of training and further training procedures;
  • follow-up of activities carried out in home-based training schools under the Ministry;
  • management of further training, in conjunction with Division of Projects and Cooperation;
  • keeping of trainees' card-index;
  • participation in the designing, evaluation and update of training programmes.

Under the authority of a Service Head, the Social Welfare Service shall be responsible for:

  • informing the personnel on procedures for assistance in case of ill-health and industrial accidents, and on the State's medical assistance, in conjunction with the Ministries in charge of Finance and Health;
  • paritarism, and the organisation of dialogue and social welfare in the Ministry
  • hygiene and security at work;
  • follow-up of the amelioration of working conditions in the Central and Deconcentrated Services of the Ministry.

THE SUB-DEPARTMENT OF SALARIES

Under the authority of a Sub-Director, the ub-Department of Salaries shall be responsible for processing salaries and other related benefits of all the personnel of the Ministry, in conjunction with the Unit for the Computerized Management of State Personnel and salaries (SlGIPES) and the Sub-Department of Personnel.

It shall comprise:

  • Technical Secondary Education Personnel Salaries Service;
  • General Secondary Education Personnel Salaries Service;
  • Teacher Training Personnel salaries service,
  • Non-Teacher Personnel Salaries Service.

Each under the authority of a Service Head, the Services provided for under 67(2) above shall be responsible for:

  • preparation of salaries and payment decisions,
  • processing of family allowance files;
  • payment of retirement benefits;
  • validation of precarious services,
  • processing of files relating to diseases and professional hazards;
  • documentation and records on salaries;
  • salary litigation.

THE SUB-DEPARTMENT OF HEALTH, SPORTS AND EXTRACURRICULAR ACTIVITIES

Under the authority of a Sub-Director, the Sub-Department of Health, Sports and ExtraCurricular Activities shall be responsible for:

  • steeping the school in its surrounding area through follow-up, mobilisation of the education family and education to school and family life;
  • coordination and animation of clubs and associations in schools;
  • control and follow-up of legislation dealing with the creation and functioning of teachers’ Trade Unions and associations, in conjunction of with Legal Affairs Division;
  • control, coordination and follow-up of statistics concerning the routine medical check in schools;
  • centralization and processing of the health statistics of schools;
  • follow-up of the statistical reports of international agencies co-operating directly with the Ministry on matters of health;
  • follow-up of medical personnel in service in the Ministry and its Decentralised Services;
  • collection and centralization of statistics.

It shall comprise:

  • School Health, Hygiene and Prophylaxy Service;
  • School Sports and Physical Education Service;
  • Extra-curricular Activities Service.

Under the authority of a Service Head, the School Health, Hygiene and Prophylaxy Service shall be responsible for:

  • implementing the health policy in schools;
  • monitoring the health of the Ministry's personnel;
  • coordinating health actions carried out in schools;
  • promoting hygiene and sanitation in schools;
  • following up the prophylaxis of communicable diseases and health education in schools;
  • developing and analysing a school medical card-index;
  • routine organisation of health checks and campaign tours in schools under the Ministry.

Under the authority of a Service Head, the School Spotrs and Physical Education Service shall, in conjunction with| the Ministry in charge of Sports and Physical Education, be responsible for:

  • centralising the need for Physical Education personnel for all the Schools;
  • popularising and promoting sports in schools;
  • implementing in schools Physical Education and Sports laid down Programmes of study;
  • following-up the organisation of school games;
  • following-up the maintenance of school sports facilities, in conjunction with the Division of Projects, Cooperation and Educational Planning and Counselling;
  • following up the application of Physical Education syllabus in schools;
  • standardising Physical Education work loads in schools;
  • following-up the promotion of sporting activities in schools;
  • assistance to the organisation of school games and the following up of school athletes;
  • relations with specialised agencies and the Ministries of Youth Affairs and Sports and Physical Education.

Under the authority of a Service Head, the Extra-curricular Activities Service shall be responsible for:

  • promotion of education in its environment and the development of education families;
  • information and education of parents on matters of association;
  • following-up the application of social measures for protecting students
  • following up the subscription of insurance policies by schools and the application of their clauses;
  • supervising and following-up the activities of school Cooperatives, clubs and associations;
  • promoting Manual Labour in schools, in conjunction with the Inspectorate-General of Education;
  • promoting and popularising cultural activities in schools;
  • promoting and protecting the environment In schools, in conjunction with the Ministries concerned;
  • implementing, in schools, programmes of study designed by the Ministry of Youth Affairs.

The Department of Material and Financial Ressources

THE DEPARTMENT OF MATERIAL AND FINANCIAL RESOURCES

Under the authority of a Director, the Department of Financial and Material Resources shall be responsible for:

  • preparing and executing the budget of the Ministry;
  • preparing and programming public contracts;
  • managing and maintaining all the property of the Ministry;
  • the respect of norms and specifications of the heavy equipment of both the central and decentralised Services;
  • Outlining and implementing the policies for the construction, procurement and renewal of equipment;
  • Outlining construction norms adapted to the environment;
  • taking stock of equipment needs;
  • taking stock of construction needs;
  • following-up rehabilitation works;
  • studying costs;
  • integrating new technologies;
  • Suggesting new technologies;
  • suggesting new acquisitions;
  • developing and implementing a maintenance policy;
  • taking stock of maintenance needs;
  • coordinating and following up the maintenance services of the Ministry;
  • Outlining safety norms for construction works and equipment.

THE SUB-DEPARTMENT OF THE BUDGET

Under the authority of a Sub- Director, the Sub-Department of the Budget shall be responsible for:

  • preparing, following up and executing the budget of the Ministry;
  • supplying materials to services.

  • the Functioning Budget service;
  • the Investment Budget Service;

Under the authority of a Service Head, the Functioning Budget Service shall be responsible for:

  • preparing the Functioning budget
  • following up the execution of the financial commitments of the central services;

Under the authority of a Service Head, the Investment Budget Service shall be responsible for preparing and following up the investment budget.

THE SUB-DEPARTMENT OF PUBLIC CONTRACTS

Under the authority of a Sub-Director, the Sub-Department of Public Contracts shall be responsible for the technical preparation of documents for the award of public contracts, in

conjunction with the Technical Departments concerned and the Legal Affairs Division.

It shall comprise:

  • Construction Contracts Service;
  • General supplies and studies Contracts Service.

Under the authority of a Service Head, the Construction Contracts Service shall be responsible for the technical preparation of Contract award documents for construction Works.

It shall comprise:

  • the Contracts Awards Service;
  • the Contracts Follow-up and Execution Serviçe.

Under the authority of a Service Head, the General Supplies and Studies Contracts Service shall be responsible for the technical preparation of contract award documents for general supplies

and studies.

THE SUB-DEPARTMENT OF INFRASTRUCTURE

Under the authority of a Sub-Director, the Sub-Department of Infrastructure shall be responsible for:

  • studies dealing with the preparation and management of construction projects,
  • architectural studies;
  • studying and controlling norms and standards as well as regulations, in conjunction with the Legal Affairs Division, the Technical Departments and the Ministries concerned;.
  • designing and controlling the infrastructure of public and private schools;
  • assessing construction works;
  • the study and follow-up of the implantation of infrastructure.

It shall comprise:

  • the Studies and Standards Service;
  • the Construction Service.

Under the authority of a Service Head, the Studies and Standards Service shall be responsible for architectural studies and the outlining of building norms and standards, in conjunction with the Ministries in charge of construction and housing

Under the authority of a Service Head, the Construction service shall be responsible for:

  • developing the technical records of building projects;
  • the choice and parchase of land, in conjunction with the Ministry in charge of lands;
  • preparing and updating architectural programmes and their execution calendar,
  • supervising architectural design and technical studies.

THE SUB-DEPARTMENT OF EQUIPMENT AND MAINTENANCE

Under the authority of a Sub-Director, the Sub-Department of Equipment and Maintenance shall be responsible for:

  • developing security regulations, in conjunction with the Legal Affairs Division and the competent Ministries;
  • following up regulations, norms and standards;
  • compiling standard lists of teaching equipment;
  • controlling and assessing teaching equipment;
  • putting in place a security policy;
  • collecting information on equipment;
  • compiling statistics on the history of equipment;
  • outlining and disseminating maintenance norms;
  • following up the completion of maintenance works;
  • implementing the constant training of maintenance workers, in
  • conjunction with the Department of Human resources
  • controlling the activities of maintenance teams.

It shall comprise:

  • Material and Equipment Service;
  • Normalisation, Regulations and Maintenance Service.

Under the authority of a Service Head, the Material and Equipment Service shall be responsible for:

  • compiling the lists of equipment;
  • following up the use of material and equipment;
  • developing the technical specifications of equipment;
  • controlling the delivery and handing over of facilities and following up operation testing and the use of norms of equipment;
  • advice and assistance to Technical Departments on the acquisition of material
  • managing material.

Under the authority of a Service Head, Regulations and Maintenance Service shall be responsible for:

  • definition and respect of norms for school equipment;
  • developing security regulations, in conjunction with the Legal Affairs Division and the competent Ministries;
  • coordinating and following up maintenance teams;
  • constant training of maintenance workers, in conjunction with the Department of Human Resources;
  • setting up maintenance teams in schools;
  • the cleanliness of premises and their surroundings.

THE CONTROL BRIGADE

Under the authority of a Brigade Head, the Control Brigade shall be responsible for:

  • controlling the execution of equipment schemes, in accordance with the norms and standards outlined in the rules of procedure;
  • controlling and assessing the activities of maintenance teams;
  • following up and controlling the maintenance of buildings and equipment.

Controls shall lead to the writing of at least one quarterly report to be forwarded to the hierarchy.

Besides the Brigade Head, it shall comprise 3 (three) Works Controllers.
