The Inspector-General of Services Takes Command

AKAT Fidelis ETTA was officially installed, on 9 February 2021 by Professor Nalova Lyonga, Minister of Secondary, in the presence of Boniface Bayaola, Secretary of State in the Ministry of Secondary Education in charge of Teacher Training.

The installation ceremony which took place in the Conference Hall of the Ministry of Secondary Education “Block B” gave the Secondary Education boss another opportunity to urge all education stakeholders to put hand on deck to safeguard education standards in the Ministry of Secondary Education.

After paying heartfelt gratitude to the outgoing Inspector-General of Services, Mr Souley Daouda for the laudable services rendered to Secondary Education as a whole, the Minister proceeded with congratulating Mr Akat Fidelis Etta on the presidential trust bestowed onto him.

Further, the Minister reminded the appointee of the uphill task awaiting him; he is expected to handle duties so demanding that, he should be constantly on the alert to ensure that everything goes on well in our schools, and that the mischievous behaviours rampant in there are put on check.

Specifically, the Inspector-General of Services would have to educate major education stakeholders on their respective duties, making sure each and everyone understands what actually is expected from them, and that they all abide by the rules and regulations in force for the smooth operation of schools.

For the records, Mr Akat Fidelis Etta hails from the Manyu Division in the Southwest Region. He is a super scale high school teacher and was Inspector of Services no. 2 in the Ministry of Secondary before his appointment on 16 December 2020.

In his interview with the media, the newly installed Inspector-General of Services took the commitment to leave no stone unturned in ensuring that all “hierarchical instructions are fully respected” in our schools.

Taking stock and paving the way forward

Review of the digital payment process, advancement of Academy project, and the improvement of the video surveillance system in schools were top on the agenda.

The Africa’s telecommunications giant and the Cameroon’s Ministry of Secondary Education reviewed their long-standing partnership during an audience held in the Conference room of the Ministry of Secondary Education on Thursday, 21 January 2021.

The progress meeting chaired by Prof Nalova Lyonga, Minister of Secondary Education, in the presence of Stephen Blewett, CEO of MTN-Cameroon, was an opportunity for both institutions to make an appraisal of their partnership and brainstorm on new avenues.

While acknowledging the positive yields of the venture with MTN-Cameroon in improving Cameroon’s Secondary Education system, the Minister of Secondary Education, however underscored some loopholes that needed to be filled. These include the hacking of the digital payment process, reluctance of schools to connect to the Academy project.

Regarding the digital payment process, it happens that some crooks move around schools claiming to be MTN agents sent to collect school fees which they never actually transfer to the operator. Reacting to this complaint, MTN team pledged to improve and streamline the authentication process of their stakeholders in the digital payment process of school fees, and come up with a list of authorised agents which will be made available to schools authorities. New strategies will equally be crafted to deter schools from dodging payment via MTN Mobile Money (MoMo).

As regards the reluctance observed from school authorities to upload school data onto the Academy project platform, MTN team brought it to the attention of the Minister that, school authorities requested a formal authorisation from the Minister in order to carry on with the process. Both parties agreed to drive the project per region with the oversight of officials from the Ministry.

As for the way forward, MTN-Cameroon brought along three major proposals which were welcomed by the Minister. One is about the cost-effective, customizable and cloud-based video surveillance system developed by MTN-Cameroon. This system allows for remote video surveillance and monitoring of buildings, homes and schools alike, with direct remote interaction with people on the field. The solution operates on usual connectivity bundles offered by MTN as well as on monthly subscription.

The other proposal is the commitment by MTN to establish a mechanism with some microfinance institutions to allow upfront payment of tuition fees, giving parents the possibility to refund the money by instalments. This, not only will reduce the school dropout rate, but will also permit schools to advance their projects faster as the money will be available on time.

The last offer concerns the establishment of cash-free campuses by way of refillable cash cards linked to an MTN MoMo account. Ultimately, this will limit cash flows within the school milieu, thus curbing all sort of illegal transactions in schools.

Both parties expressed satisfaction with what has been achieved so far and vowed to reinforce their partnership to advance Cameroon’s Secondary Education.

2020/2021 School Year

Professor Nalova Lyonga sets the ball rolling at Mbalmayo

After touring 5 schools in the Nyong-and-So’o Division to ascertain the effective kick-off of classes, the 2020/2021 school year was officially launched at the Government Bilingual High School Mbalmayo.

Led by the Centre Region Governor, Naseri Paul Bea, the Minister of Secondary Education, in the company of Boniface Bayaola, Secratary of State in the Ministry of Secondary Education in charge of teacher’s training (SEESEN), undertook a visit to the Nyong-and-So’o Dividion on 5 October 2020, to ascertain the effective resumption of classes for the 2020/2021 school year. All high-ranking officials and directors of the Ministry were equally part of the huge delegation.

Blessed with a clear morning weather, the ministerial delegation went round five (5) schools in the city of Mbalmayo including, Government Teacher’s Training College Mbalmayo, Government High School Mbalmayo Oyack, Government Technical High School Mbalmayo, Mary Sacred Heart College and Government Bilingual High School Mbalmayo. Everywhere, teachers were found in classes delivering lessons to students with keen respect for Government prescriptions regarding social distancing and the wearing of face masks.

In all the classes visited, Secondary Education boss emphasized on hygiene and sanitation both within and without classrooms and advised in length on the correct wearing of face masks. The Minister could find no praise great enough for Mary Sacred Heart College where the Clean School vision is wonderfully implemented.

School visits ended at Government Bilingual High School Mbalmayo with the official launching of the 2020/2021 school year under the theme “Teachers, Students and Parents all together amidst COVID-19: Instituting an new paradigm”. Acknowledging the momentous start of the school year, Prof Nalova Lyonga recognised and saluted teachers for having given up merry-making that usually characterises their day, to commit to leading the nation at a very peculiar time.

The main specificity being the use of the mix teaching mode which blends face-to-face classes and distance education. The Minister explained the shift system and the place of distance education in harmonizing it all. She called on parents to join the digital-based pedagogic revolution at work in the MINESEC by acquainting themselves with ICTs owing to the key role these tools are expected to play in teaching and the bringing up of children.

Fenassco Mvomeka’a 2020 (en)

Pour le Minesec et son collègue patron des Finances, sur les sites en construction hier à Meyomessala, 5 jours sont suffisants pour les derniers réglages.
Il ne fait aucun doute que Mvomeka’a sera prêt le jour dit pour accueillir les Finales nationales des jeux scolaires (Fenassco Ligue A). Le ministre des Enseignements secondaires (Minesec), le Pr Nalova Lyonga et son collègue des Finances (Minfi), Louis Paul Motaze en ont fait l’heureux constat lundi 16 mars. Les deux membres du gouvernement procédaient à la visite des sites devant abriter la grande fête sportive qui aura lieu du 25 mars au 3 avril au village natal du chef de l’État, Paul Biya. La visite guidée était conduite par le gouverneur de la région du Sud, Félix Nguele Nguele qu’accompagnait le préfet du Dja et Lobo, David Koulbout.

Du Lycée bilingue de Koum Yetotan au complexe sportif Paul Biya, en passant par le Lycée technique de Meyomessala et le Lycée classique et moderne de Mvomeka’a, les experts sur le terrain estiment l’avancement des travaux à plus de 80%.
« La satisfaction est grande. Tout ce qui a été prévu ici avance normalement et ce qui reste à faire peut être achevé dans 5 jours » reconnait la patronne des Enseignements secondaires. A chacune des étapes, Nalova Lyonga apporte les correctifs nécessaires en prenant soin d’expliquer au Minfi et à ceux qui l’accompagnent l’usage qui sera fait des infrastructures en construction.

« Je note que les travaux avancent bien et nous avons surtout été vigilants sur les délais de livraison et aussi s’il y a encore des attentes en termes de finances. vous comprenez bien la présence du ministre des Finances. » explique Louis Paul Motaze avant de féliciter le ministre Nalova Lyonga pour ce qu’elle fait pour la contrée. pour lui, c’est le paysage de toute la zone qui va changer avec l’événement que tout le monde attend de ce côté et même ailleurs.

Les préparatifs sur le terrain présagent donc d’ores et déja ce que sera la grande fête sportive associée au brassage culturel attendus dans 10 jours afin que Mvomeka’a soit effectivement le lieu d’expression des « Sports scolaires pour la paix et l’unité dans la diversité », tel que voulu par le Pr Nalova Lyonga.
